Unblock concreted air vent

Unblock an air vent in a bedroom. It was filled in with concrete/brick. It needs reopening without damaging the external grill if possible by drilling with a 125mm diamond core/chipping away from the interior side. As long as air is coming through. I will install the air vent shown in the pics.

Leaking kitchen ceiling/roof

We have a leak in our ground floor kitchen roof. It started with the paint cracking but now it's got much worse and water is slowly dripping through the cracks that are growing i can't see where the leak could be coming through. My question may be a silly one,i really dont know whose job it is if would i need a roofer or a specialist builder of some sort for this kind of work? We need to work out where the leak is coming from first, and then fix it!
