Bathroom floor issue (under the tiles)

My upstairs bathroom was done up about 4 years ago, new tub, new tiles on wall and floor. One section of the floor keeps deeping, with tiles visibly having one end slightly raised after some time. Twice the tiles have been removed and new ones put in on the affected section, same issue keeps coming back. I suspect a weak section on the floor, under the tiles of which makes the tiles tilt. The issue is not the tiles, but something not quite right under them.
