Double glazing not keeping out the sound from outside

Can anyone give me some advice. our double glazing window in my children's bedrooms sound like a window is open when it isn't. Can the gasket be replaced, if so how do I know which sie the buy and where from. also the walls by the window are showing areas of mould

On some windows you can adjust the window opener towards the frame were the rubber seal sits. And mold might be condensation if it s in bed room

1
