How can I clear clogged hoppers/downpipes?

I live in a three-storey townhouse and cannot reach the hoppers, which regularly overflow whenever it rains. The hoppers were two frozen ice blocks with the snow this past week. We clear the hoppers/downpipes from below using a set of drainpipe clearers, but the hoppers clog up the next day.
Are you a tradesperson and able to answer this question?

You need to find out what is blocking the hoppers then prevent it from happening again. Find a reputable builder off this site to get up to the gutter by hoist , scaffold or similar to carry out a permanent solution to the problem.

iam presuming the hoppers are caste iron in which case they may have broken at the rear where you cannot see or it could be a broken or blocked drainpipe,or a lot of debris in the guttering which continue to cause this problem, if you live in an area with a lot of trees it could be leaves,without being able to see the problem it is not possible to give a solution.
post it in the roofing section of the site and get a local roofer round to check the problem/solution/cost.
