Boiler only works efficiently if H.W & C.H programme comes on at different times!

We have a new house with a Ultracom 18hxi condensing boiler. When it is very cold the radiators don't seem to heat up enough and keep closing down. However, I discovered that if I turn off the H.W the radiators warm up. The plumber came back 3 times last winter and once before Christmas, he changed the pump to a more powerful one and then he put on a "diverter." When he left the radiators were lovely and warm (it was quite a mild day) but then I noticed he only had the C.H switch on and not the H.W. That's when I discovered they worked better without the H.W being on, so I have set the programmer for them to work independently of each other, but this dosen't seem right. I contacted the manufactuer for help but they replied for our plumber to contact their helpline which he already did last year, from our house on a premium rate number! Anyone know the reason for this problem? Really appreciate your time and advice....

sounds like your cylinder is taking the flow away from your heating system when running together....you should have a restrictor valve (gate valve) on the return from your cylinder coil...you should turn this FULLY off then open it by 2 full turns...this should be sufficient to heat rads and cylinderat same time. :-)
