Can outer window sills be replaced without taking the windows out?

hello all depends on the type is it a plastic window and sill they tend to be fixed to the the window via screws before fitted in the wall so frame realisticly would come out some guys have run angle grinders down to cut the screws but i wouldnt recommend it . if its a wooden sill yes i have cut window sill out due to rot and piecing back in
