Lead flashings less than two years old and leaking

I had lead flashings around chimney done less than two years old and they are leaking. I've had various excuses from individual concerned who has turned up various times. Blamed neighbours house not it is lead sealant that wasn't applied (or they claim it was applied but it can fail any time and did fail as soon as it was put in). Is it possible this is true and that lead sealant is the answer? Any opinions appreciated.
