Need the garden made suitable for the children to play

I live in a council house, recently moved in with my 2 young children. When I came to view the property the garden had a gate but when moved in, they'd replaced the fence, which is great but didn't provide a gate and also they've put a load top soil on top of the originally steps/levels to the old gate. My query is: I need a gate put into the fence (picket style), need steps down as the back of the garden is on a slope down to the house, then even off straight. The sloped area I would like grassed leading on to the flat area of the garden but on one half of the garden I have a garage partly there (not mine, councils) so I was thinking from that line across the rest of the garden flagged. OR the other option I was thinking was that I have: the steps coming down but rather keep the slope, somehow rise the level, support it with wall. Then have a small area grassed ( as I have a rabbit and she needs some where to run-a-round then have the rest flagged. I'm wandering if anyone can give me any ideas, best ways and costs. I'm looking at April for the work to proceed but also how long would it take?
