The best person to contact would be a pest control specialist who offers rodent proofing services. They can inspect the property, identify where rats or mice are entering, and recommend how to seal those entry points.
A builder or multi-skilled tradesperson can then carry out the necessary repairs, such as sealing gaps around pipes, repairing damaged brickwork, fitting mesh over ventilation openings, or fixing holes in floors and walls.
A plumber would only be necessary if the problem involves damaged drainage pipes or the drainage system. My recommendation: Start with a pest control specialist who offers both inspection and proofing, rather than hiring a plumber or joiner without knowing where the animals are entering. When booking, specifically ask for a rodent entry-point survey and proofing, not just pest treatment, because some pest control services do not carry out the actual repairs.

A general builder could inspect the property for gaps, holes and possible entry points that rodents could be entering from. And then repair them. A pest control specialist can also be a good source to contact.
Kind regards
