My builder has put the base and top coat ok krend on but hasn't smoothed it can anything be done after 7 days to make it smoother

If the K Rend base coat and top coat have already been applied and the top coat has cured for 7 days, unfortunately it can't be smoothed out afterwards.
The only option for achieving a smoother finish would be to use a compatible finishing product/system over the existing surface, following the manufacturer's preparation requirements. It would depend on exactly which K Rend product has been used.

If is it silicone render then it will be finish after basecoat dry, if the k rend then it has to be finish same time
