Matt emulsion

I have had my walls plastered put a white wash on it then a primer but now I'm Matt emulsioning stains are coming through what is this please

Let the current paint dry fully.
2. Lightly sand the affected areas.
3. Apply a stain-blocking primer/sealer over the stains, such as a suitable shellac-based or specialist stain-blocking primer.
4. Allow it to dry according to the manufacturer’s instructions.
5. Then apply your matt emulsion again.

First you can apply a Leyland special for plastered and then Matt emulsion
