uPVC door won't latch or lock

I've been attempting to fix a uPVC front door which first became hard to close, and now will not lock with a key (when closed) or automatically when the handle is lifted. I have access to all hinge adjusters and I'm able to make adjustments. However, I noticed the top hinge's top adjustment cam has a ratcheting effect. Typically, the cogs in the top turn with the door when opening, but upon closing the top hinge cog stays in place which makes the door move position each time it's closed. Also, while I can lift the handle the latches mostly engage but the door is never locked. Anyone could open it from the outside. The door used to automatically lock when the handle was raised. I've attempted to adjust it in a number of ways myself but have been unable to it fully secured. 1. Can the hinge be fixed or is it likely a replacement? 2. Is it likely the poor latching is just an adjustment issue?

Depending on type of hinge as some are no longer available depending on age of door but normally a service and adjustment can help if poorly fitted sometimes can be as simple as oiling
