External plaster solution

100 year old house. Has 2 plaster layers. inside Plaster 2cm thick and in good condition. Outside Plaster 1cm thick has debonded and peeling off. possibly causing damp issues inside. Advice needed if silicone rendering can be applied on top as finishing layer or what would be the best solution for second layer.

Yes, silicone render can be applied, but the loose and damaged render should be removed first. The wall should then be checked and repaired properly before applying the new finish.
