Cracks and crumbling plaster

I had a leak in the roof and down the wall around 9 months ago,the exterior was repaired and I have now just removed the wall paper but there is a lot of crumbling plaster and cracks in the ceiling and top of the wall,can this be fixed with cement/re-plaster ?

Are you a tradesperson and able to answer this question?

You should be able to cut out the damaged area and replaster without any issue
