Missing bricks after damp proofing work completed

Hi some advice please. I've had damproofing completed by a firm I got on here with good reviews however he has left 2 bricks out of the internal wall just above the subfloor and says they don't need to go back. Surely this is not correct ?

Why don't they need to go back. Seems strange leaving a hole which will create water ingress is not really a solution for solving a dampness issue it more like a damp creation issue. Would ask him why and what he hopes to achieve with his actions
