Staircase install

Is it possible to install a staircase for a loft conversion (bungalow) before the work upstairs starts? Reason is i want the stairs in to finish off the downstairs part before moving onto the loft next year. Obviously I won't be able to use them without the dormer above for head height etc and I have a separate loft hatch for access, but would like to fit them if only temporarily. Thanks

Yes. It is possible to install the staircase before starting the main loft conversion, provided it is designed now as part of the eventual loft conversion and the temporary arrangement is made safe.
