Damp patch halfway up wall

House built 2006. Small Damp patch a few feet up wall in utility room. It's an exterior wall leading to garden. Outside tap on other side of wall but not near damp patch. Boiler nearby and also some flaky plaster near door. What is causing the damp patch?

There could be many diffrent reasons for the damp without looking at the damp in question and surrounding area it's impossible to say.
