Soffits

I have a bathroom wall extractor fan which removes steam out externally through the fan in wall, I just had a soffit installed which I never had before but I have seen that the wall vent for the extractor is within the soffit and there is a circular vent directly below. I reached out to the installer saying has this been duct out as I don't want condensation or damp in future. He has said he has boarded from top of vent so steam can't go back into property and the downward force will force the steam out. Does this sound right, is there any concern for future issues.
