Crack has appeared

It sounds like the new tarmac has probably settled, or the join between the old and new surface has opened up. Unfortunately, this does happen sometimes after utility companies carry out repairs. Please take a few photos and contact the company that completed the work. They should come back to inspect it, and if it's due to the repair, they should put it right.
