Yes I think it’s best to start with re sealing the frames. if that doesn’t work then the water may be coming in from above, potentially the roof and tracking down the window! But definitely try the sealant first as that’s not a difficult fix!

It could be a few things, either the sealant or the drainage is blocked in the frame, sometimes just a clean and reseal with some silicone will fix the issue if not then checking the drainage by removing the glass maybe worth a look
