Damaged skirting boards

My daughter just got flooring fitted in her new build flat but guy left skirting boards damaged and with lots holes cracks and nail marks. Absolute mess surely this is nt normal? Brand new skirtings ruined do we have a come back?

No, that doesn’t sound normal at all. On a new build, the finish should be clean and the skirting boards should not be left damaged with holes, cracks or visible nail marks. I’d take clear photos, document everything, and raise it with the flooring installer/builder. You should have a reasonable expectation for the work to be made good.
