Wet floor under carpet

I had a patch of mould on my carpet which was very smelly.I treated it with baking soda vinegar and salt.The smell eventually went.I had left a window Slightly open all winter in the dining area adjoining my lounge.I bought a plastic mat to cover the stain and when I lifted it up it had started it up again the mould was rancid.I decided to have new carpet but when the fitter came to measure I asked him what he thought it was.He thought condensation.I have since lifted the carpet up round the edges and the floor is wet .99 per cent in places.What is your opinion.

It could be several things; my first thought was a perished pipe buried in the floor.
