You generally do not need planning permission to install a toilet in your garage, as adding plumbing internally falls under permitted development.

If you are simply building a small toilet inside an existing garage space, you will usually not need planning permission from the council, as long as you are not extending the building or making major external changes. Garage conversions and internal alterations are generally covered by permitted development rights.

In most cases, planning permission is not required if you're creating a WC within an existing garage space and there are no major external alterations.
However, Building Regulations approval is normally required, particularly for drainage, ventilation and plumbing works. If the garage is also being converted into habitable space, additional Building Regulations requirements will apply.
We'd recommend checking with your local authority or speaking with a qualified building control inspector before starting the work.
Thanks,
