Can I paint over gloss with satin if I only sand it down and not use a primer.

Yes, you can if the existing gloss is in good condition. Make sure you clean the surface thoroughly, sand it well to remove the shine, and wipe off all the dust before painting. However, for the best adhesion and long-term durability—especially if you’re applying a water-based satin over old oil-based gloss—a suitable primer is highly recommended
