My previous builder missed a section of the floor when screeding. Can I just pva the area and put some screed over the top ?

No, you should not use standard PVA as a bonding agent for a floor patch. PVA is water-soluble; if moisture gets under your flooring in the future, the PVA can reactivate, causing the new screed to lose adhesion, crack, or fail entirely. The method: Prime the bare floor with a diluted SBR mix (usually 3 parts water to 1 part SBR). For an even stronger hold, brush on a neat "slurry" (a mix of SBR, water, and cement) right before applying the screed.
