It isn’t automatically against the rules for a neighbour to build a dormer close to yours, but if it’s being built so close that you won’t be able to access your own dormer for future maintenance or repairs, it’s definitely worth questioning. I’d suggest checking whether the work matches the approved plans and, if you’re concerned, contacting your local council’s planning or building control team.
