Existing Gloss on Staircase

Hi, what would be the easiest way to re gloss my staircase please, it’s currently white & I want to gloss it grey, do I remove all the gloss with a heat gun or paint stripper or sand it down, apply a primer then apply new gloss?? Thanks ☺️
