Single skin wall on Victorian mid terrace

I know I have a single skin wall at the garden side of my property, two sides of one upstairs room. I would like advice on how to upgrade the single skin. I understand it is possible either to add a layer of brickwork outside which would drastically change the appearance and be very expensive, or a kind of internal insulated wall some 50mm from the original wall. This would take from the size of the room. Please advise on the best solution and approximate cost. Also whether or not planning permission would be required for external work.
