Is this finish acceptable after undercoat in a new conservatory?

Hi, I have recently had decorating/preparation work started in a newly built conservatory. The job involves painting the entire conservatory. After the undercoat, I can see rough filler lines, uneven edges, visible ridges/drips, brush marks, and areas where the finish around the window frames, corners, and edges does not look sharp. In some places, the filler/undercoat line is still visible along the uPVC/plastic edges. The decorator mentioned that he does not usually mask plastic/uPVC or silicone edges, which may be normal practice, but I am not sure whether this finish is acceptable at the undercoat stage, especially in a new conservatory where I would expect a clean finish throughout. My question is: before the final paint coat, should these areas normally be sanded back, smoothed, and sharpened up so the edges are cleaner? Also, is it normal not to mask around plastic/uPVC or silicone edges, provided the decorator cuts in carefully by hand? I would appreciate any advice on whether this sounds like a normal preparation stage, or whether I should ask for more sanding/tidying before the final coat. Many thanks.
