Extraction of steam and water

I just got a ground floor apartment in a block of 8. Horrified to find that extractors are duds, never connected to light switch. You can see concrete of above apartment. Can I do anything to have Extractors as their is NO outside wall.
Are you a tradesperson and able to answer this question?

You'd need to run the extractor fan into ducting, and run that to the nearest outside wall, where you could core a hole and place a vent. By the sounds of it, the ducting would need to pass through another room/rooms, so you'd have to box it in or ideally there would be space above the ceiling which would be a bit neater.
