Move a gas meter from 2/3rds of the way up the wall back down to the floor level where it originally was, is that something the gas provider would do for a fee or can I get a Gas safe engineer to do it?

You will need the gas provider to carry out this work. Which will involve a fee.

Gas engineer can do it if the emergency control valve is down by floor, where meter originally was.

You will need national grid to remove your meter because it looks like the job will need to break in to the main line gas supply so definitely national grid job .
