Yes, a building surveyor can certainly provide an impartial report. However, I’d recommend making sure they have good experience specifically with roofing, as wind-driven rain can be difficult to diagnose and doesn’t necessarily mean the whole roof needs replacing. An experienced roofer can also carry out a detailed roof inspection, checking the tiles/slates, underfelt or membrane, flashings, valleys, ridges, verges, chimney/abutment details and roof space where accessible. The aim should be to identify the actual entry point and establish whether a localised repair is sufficient or whether the roof has genuinely reached the end of its serviceable life. I regularly carry out roof inspections and written reports for exactly this reason and always explain the findings with photographs and recommended options rather than automatically suggesting replacement.
