Log shed with waterproof covering.... Ripped off in a storm. Needs replacing by WHO?

Unsure whether I need a builder, roofer, carpenter , handyman, etc. Was covered with ply and waterproof covering that lasted over 20 years. Then storm ripped it badly. Needs to be redone. Any advice welcome. Thank you.
