Does a disused woodburning fireplace require an air vent?

As the title says, just wanting to get a confirmation. Just to confirm, this is not a case of a bricked up fireplace needing venting added. We have a disused fireplace in the lounge. Full wood burner etc. Hasn't been used in all the time we've lived in the house. The entrance into the chimney flume from the fire has also been blocked off, making the fire unusable. Having had cavity wall insulation installed and the guarantee provided to say the work is done and satisfactory, the company is now insisting that they need to install a vent in a wall under the window. Not keen, and the work was considered satisfactory before this. Something about regulation and being a "category 1 failure" - but my understanding here is that would only be if it's a gas fire?

Any flue should be vented either from the top or the bottom when not in use to prevent stale air/ condensation.
