EIC and Building Regs Compliance Certs

We had a new RCD distribution board installed by an NICEIC electrician just over 5 years ago (Feb. 2021). He didn't provide the EIC or notify the work - I checked with NICEIC. We're selling the house. This work was completed under our ownership. I contacted him and he said he'd do an EICr on the property. That would still mean it's non compliant in terms of building control. Are we better off hiring a reliable registered electrician to put a new board in properly and issue the certs? How best to proceed. I'm keen to make sure we're compliant to avoid potential issues down the line. Thanks in advance.
