How can I repair flaking paint above radiators?

I have flaking/cracking paint above radiators in hall and lounge. I have previously sanded off loose paint and used Polycell to smooth the surface and repainted but eventually the cracks come back. This is in a property I am renting out and suspect it may have been due to previous tenants drying wet clothes on radiators. Any ideas how this can be repaired? Is there a better product I can use or should I use some lining paper or just replaster?

Hi the reason you are getting flaking is the plaster has got damp and then dryed quickly which results in what they call crackly glaze . To solve this you will need to remove offending area and re-skim . I hope this helps
