Reoccurring damp in various places of the house, a dehumidifier isn’t working

Hi, we live in a small 2 bed semi detached house. We have reoccurring damp issues at the top of our landing, in the front bedroom underneath the window, ceiling & corner, in the second bedroom at the back of the house on the ceiling and downstairs in the living room in 2 corners at the front of tue house. We use a dehumidifier at the top of the stairs which we switch on when having a bath or shower & usually leave on for the full morning after, there’s also a fan in the bathroom. We’ve currently stripped the wall at the top of the landing. Will damp proof paint (Permagard) be enough to solve the issues?
