GRP roof with pinholes.

GRP roof has been on for 7 years. Small pinholes appearing and after rain, when pressed a small amount of water can be forced out of them. There has been 2 times after particularly bad rain (lately) where it’s got through. Roof is decked with OSB. Am I better sanding off topcoat and re coat or just go over the lot with a liquid waterproofing system like HPX or similar?
