The boiler is showing low water pressure error code F22. I can't find the taps to re-pressurise, they don't appear to be underneath the boiler. Could they be next to the water tank in the hallway some distance away?

Yes, it can be elsewhere. On system/older boilers the filling loop is often by the hot water cylinder or in a hallway cupboard, not under the boiler. I usually find it hidden. Look for a silver braided hose with two valves. Open slowly and top up to 1.2–1.5 bar, then close fully.
