Yes, you will need to take it to a joinery show and they will machine the new timber to match.

Yes but it requires some leg work by yourself going around all the building merchants to match failing that just get the nearest most of it will probably be covered by furniture

Yes take an offcut of the skirting board to a joinery shop and they will duplicate it for you in any length you need.
