Advice on lack of insulation in garage conversion

Had garage conversion done a. Few years back (small shower room added). The room has always been very cold. Not sure if it’s lack of insulation or needs bigger radiator

Was insulation added at time of install? Let’s have a look if single brick could get insulation funded through home energy Scotland if shown on epc (can get it to show)
