Water penetration to upvc windows fitted in 2024 together with the locking mechanism

Two French casement windows were fitted to two bedrooms in 2024 by a builder. We chose to have a builder fitting them because he said they would be done properly ( cemented outside plaster inside). 1. Both windows have water penetration. Bedroom one has water penetration in the bottom corners that is seeping down the wall under the window . Bedroom two has water penetration top and sides . The problem is I am not 100% sure we have a damp proof membrane or whether it is because the cement has gaps and it need caulking . How can we find out and find. Thus permanently ? 2. Previous French casement windows purchased from this company provided shoot bolts to hold windows in place independently. However, these windows are manufactured allowing only the window with the mullion to hold in place . These are large low windows with a window seat and with young children present a danger of falling out .( also cleaning is positively frightening and dangerous ) Question . Is it possible to get shoot bolts fitted so that both windows can be held in place independently ?

If I'm reading your description correctly they have filled gaps with cement hard against the frame without using EPDM around the frame first. The cement will let water in as it's highly porous....as for frame assembly I would need to see the frame. If the frame has movement then that's a red flag it hasn't been fitted properly.
