Could a neighbours unvented flue on the party wall be the cause of my damp problem?

I live in a Victorian semi build around 1900. Our neighbours have informed us they have ground floor damp problems. The only indication we have in our property of damp is rotting skirting boards - however this is very limited in location (to what appears to be about 1-2m along the skirting). It appears to be on the party wall effectively behind their chimney flue. Some time in the past our flue has been removed. I'm pretty sure the remaining flues are capped on the chimney, but have no idea as to if they have vents inside their property at ground level. Could the unvented flue be the cause of their/our damp problem?
