First you need to check around chalky areas with scraper or the paint is not loose. If the paint is loose need to scrape all loose paint and when that scraped areas cover with zinsser primer. After primed filling sanding and again prime with zinsser. Top coat becsuse of tgat area I recomended silk paint or orher washible paint because is a lot of condensation so mat paint come chalked. But best needed to see just give some advice from what I read.

It looks like the wall has chalky paint and is affected by condensation from the kitchen and bathroom, plus a small draft from the back door. The best way to fix it is remove loose or chalky paint and clean it well and then use a good sealer/primer like Zinsser to make sure the new paint sticks.

After you scrap the problematic sourface , 2 layers of Zinzer Bin shelac( red one),will seal the sourface., but you should fix the cause of humidity from the walls.

Scrub & Wash: Scrape off the bumps and wash the wall with sugar soap to remove all dust/chalk. Let it dry completely. Seal: Apply one coat of Zinsser Gardz. This "locks in" the chalky surface so the new paint sticks. Paint: Apply two coats of Zinsser Perma-White. It is specifically designed for high-moisture areas like yours and will resist the condensation. Pro tip: Fix the draft in the back door; a warmer wall attracts less condensation!
