Tiler suggests not using insulated tile backer boards for eletric UFH

I have a mix of screed floor (insulated, concrete, then screed - new extension) and wooden subfloor. about 50/50. I want to have electric UFH in the living space aross both floors - 15sq meters (not massive). as a secondary / feet warmer . I already have decent rads and the room gets warm. but with kids playing ,and for the cost of a mat, i'm happy to have the UFH rather than regret it in future. I asked the tiler today if i should buy the warmup branded tile backer boards - 6mm. He said that even if i do - he will still put them ontop of concrete backer boards, plus use adhesive so will raise the floor 18mm approx above areas where we only use concrete backer boards. He said they are not a replacement, especially on the wooden floor. How bad will it be to not use any insulated boards? Is he right to say this ? and is there anything else that can be done instead?
