Low water pressure and no hot water

For months we've noticed our water pressure slowly decrease and alongside this we've not been able to get consistent water in the bathroom (we're a second floor flat). The shower would be hot for 3 mins then freezing for 1 min and so on. In the last 2 weeks the water pressure has fluctuated significantly, some days it is practically a drizzle and we've had almost no hot water the whole time. A year ago we had the same issue and contractors discovered a significant leak under the building, once fixed the pressure improved significantly and we finally had consistent hot water but the problem started again after about 3 months. We've had leak people to check for another leak (apparently they think the everything is fine but only turned on one tap). Another plumber has been round to check the boiler who concluded it's either the mains water pressure is so low it's not triggering the boiler or he said it could be the heat exchanger. Another plumber has also suggested a mains water pump might help but our neighbour opposite doesn't have nearly as bad pressure as us. I'm so confused what this could be and why it's slowly been getting worse, any other ideas would be a huge help!
