Flashing up to render bead on pitched roof screwed to the wall

A roofer completed a flashing repair for us on a pitched roof, however he tucked the flashing under the render bead and screwed this onto the wall. He didn't chase into the wall between the brick for the flashing to go onto it. He simply put the flashing against the wall and put the render bead on, screwed the bead to hold the flashing and covered this with render. When asked if it was going to be chased onto the wall, his response was this is how they do it when the flashing goes up to the render. Is this correct?

Flashing should always be chased Into the wall & sealed, whilst what he has done is common it's not correct & will leak overtimr
