Can a top of an oak tree be crowned to let in light to my property

Yes a crown reduction can reduce the trees canopy to allow light and air to circulate around the remaining tree. How hard you reduce the tree will depend on how much light is allowed to penetrate. This will not last forever as the tree will regenerate and would need to be managed properly. On a oak with a strong crown reduction, you may look at a 5 year cycle
