Set of ceiling lights keeps blowing fuse, what can be causing it?

In the past week the same set of ceiling lights has blown the fuse twice. What could be causing this and is it best to leave these lights off altogether at the moment?

Could be bee too high a wattage light bulbs inside the fitting? Using higher wattage bulbs will cuase more heat to build up and can melt the wiring inside causing a short circuit and blow the fuse.
