Could the damp patches in the bottom corner of windows be cracked external caulk?

We recently moved and have noticed that with the weather getting cooler there have been some damp patches at the wall on the bottom corner of the window sill. The property has decent windows (as far as I can tell - the building is 16 years old) but the caulk round the windows externally has cracked a lot. Could this be the cause of the problem? Who would be the best person to ask for advice/to fix it? Thanks in advance!

Hi outside should be waterproof silicone if you see any gaps get it re silicone also you could do thermal inspection or remove plastic trims inside in your home and check if windows are sealed properly

This could be a number of issues, a common cause for damp patches in the bottom corner of the reveals is that the windows have not been bedded on silicone between the frame and cill and the end of the cills dammed allowing water ingress off the end of the cills, a very common problem in new build houses, with you saying the property is 16th old I would imagine it has catnicks installed and wouldn’t think the water would be coming from the cavity above and running off the sides of the window frame
